La refondation institutionnelle de l'organisation continentale africaine au d�ebut des ann�ees 2000 s'est accompagn�ee, sur le plan normatif, de l'affirmation de dispositions sanctionnant le non-respect de son droit. Or, l'existence de telles normes dans le cadre africain �etait loin d'�etre acquise. L'Organisation de l'Unit�e Africaine a tent�e, certes de mani�ere laborieuse, de fonctionner et d'�uvrer dans le sens de l'affirmation d'un pouvoir de sanction. N�eanmoins, les insuffisances li�ees �a l'absence de m�ecanismes appropri�es ainsi que d'autres d�eficiences persistantes, notamment fonctionnelles, ont eu raison de ces efforts et ont contraint �a la refondation institutionnelle de l'organisation continentale africaine. |
