Le continent africain représente un marché potentiel important pour l'Occident, et plus généralement pour le monde entier. Considérant que les enjeux économiques du continent dans le contexte de la mondialisation et de la Zone de libre-échange africaine impliquent inévitablement un engagement massif et effectif dans le commerce mondial, l'auteur constate qu'en l'état actuel, les mécanismes et instruments de l'OMC maintiennent l'Afrique dans une dépendance économique permanente. Constatant le caractère inéquitable de l'Accord sur la facilitation des échanges de l'OMC, l'auteur soulève, d'une part, une interrogation générale sur la pertinence et l'efficacité de l'action de l'institution sur le continent et, d'autre part, propose aux États africains une stratégie globale pour faire face aux défis et aux perspectives du commerce international. |
